About the measures

MnDOT annually reports the cumulative number of light duty electric vehicles (EV), including plug-in hybrid and battery electric vehicles, registered in Minnesota. MnDOT also tracks original EV registrations of the most recent year light duty models, which are registrations from a new sale or an imported vehicle from out of state. MnDOT uses original registrations as an estimate for the annual light duty EV sales as a share of overall vehicle sales.

Statewide Multimodal Transportation Plan: Climate Action

These measures help us gauge how well MnDOT and our partners are doing the following:

  • Statewide Multimodal Transportation Plan Objective: Climate Action
  • These measures help us gauge how well MnDOT and our partners are:
  • Advancing a sustainable and resilient transportation system.
  • Enhancing transportation options and technology to reduce greenhouse gas emissions.
  • Adapting Minnesota's transportation system to a changing climate.

Where we want to go

MnDOT’s goal is for 20 percent of light-duty vehicles registered in Minnesota to be EVs by 2030.

Light-duty vehicles with internal combustion engines are the largest contributors to transportation greenhouse gas emissions in the state. Electrifying and having light duty electric vehicles are important strategies to meet the state’s climate goals. While not yet on track to meet the statewide targets, EVs registrations continue to increase in Minnesota. MnDOT also tracks adoption of zero emissions vehicles that use other non-carbon-based fuels. More detailed information is available on the EValuateMN dashboard. MnDOT also analyzed EV market trends and charging infrastructure needs in the 2025 EV Infrastructure Needs Assessment (EVINA).

At the federal government level, the National Electric Vehicle Infrastructure (NEVI) Formula Program was created to provide funds to states to install fast chargers for elective vehicles. MnDOT expects to invest about $68 million in NEVI funds over five years (FFY 2022-2026). The first phase of NEVI funding has focused on building stations along the three Alternative Fuel Corridors – I-35, I-90 and I-94. MnDOT’s second phase will use information gathered from the 2025 (EVINA) project to help support a long-distance charging network around the state. Learn more at NEVI program in Minnesota.
