Hwy 23—Waite Park

Future roadwork

MnDOT will resurface, repair and update Hwy 23 between Hwy 15/Stearns Co. Rd. 75/Second St. S and Crossing Dr. west of I-94 in the Waite Park/St. Cloud area in 2028-2029.

Project highlights

• Resurface both directions(mill and overlay asphalt), includes turn lanes and shoulders between:
• Hwy 15/Co. Rd. 75 and 17th Ave. S
• I-94 and Crossing Dr.
• Reconstruct both directions (full depth reclamation), includes turn lanes and shoulders between:
• 17th Ave. S and I-94
• Replace five signal systems at Waite Ave. S, Second. Ave. S, Sixth Ave. S, 10th Ave. S and 28th Ave. S
• Update pedestrian sidewalk, curbs and ramp approaches between Hwy 15/Co. Rd. 75 and 17th Ave. S, and pedestrian ramps at 28th Ave. S
• Close median crossover and make right in/out access at Park Ave. S
• Replace lighting and medians between Hwy 15/Co. Rd. 75 and 17th Ave. S
• Update road markings, mumble/rumble strips and signage
• Make other repairs, as warranted

Future area projects

• 2027 - Improve access and safety on Hwy 23 with J-turns at Bel Clare Dr. in Waite Park and Stearns Co. Rd. 8 in Rockville
• 2028 - City of Waite Park to reconstruct 10th Ave. S. between Division St. and Hwy 23
• 2029 - Resurface and update sidewalks on Hwy 23 from Hwy 15 to east of Wilson Ave. in St. Cloud
• 2032 - Resurface and update the Hwy 23 bridges over I-94, includes interchange access ramps

NOTE: Updates to the right in/out accesses near the truck stop/Crossing Dr. are being looked at and will not be part of this Hwy 23 Waite Park project.
