Traffic impacts
East 7th St. and Arcade St. project area map
All traffic impacts are tentative and weather dependent. Local access to residences and businesses will be maintained. Access and parking for businesses are available using side streets. Intermittent parking may be available on Arcade St. between Wheelock Pkwy. and Maryland Ave. and Magnolia Ave. and York Ave. depending on specific work being done.

Road closures
March 31 through early summer
- Arcade St. is closed to through traffic in both directions between Frost Ave. and East Wheelock Pkwy.
- Arcade St. is closed to through traffic in both directions between Maryland Ave. East and York Ave.
- Eastbound Wheelock Pkwy. is closed between Phalen Dr. and Arcade St.
Upcoming
Information about upcoming traffic impacts will be posted as details become available. Motorists can expect intermittent intersection closures throughout the project area; however, no two consecutive intersections will be closed at the same time. Pedestrians can expect sidewalks and boulevards to be removed and repaved during the project.

- Stage 1A (Arcade St. from Frost Ave. to Wheelock Pkwy.): Late March through early summer
- Stage 1B (Arcade St. from Wheelock Pkwy. to Maryland Ave. East): Late May through late summer
- Stage 2A (Arcade St. from Maryland Ave. East to Magnolia Ave. East): Late March through mid-summer
- Stage 2B (Arcade St. from Magnolia Ave. East to Case Ave. East): Mid-summer through early fall
- Stage 2C (Arcade St. from Case Ave. East to Neid Ln.): Early fall through late fall
- Spring through fall 2026: East 7th St. from I-94 to Minnehaha Ave.
Construction activities
Utility work (water, electrical, gas, etc.) will occur intermittently throughout all parts of the project area, not just where road construction is happening.
Arcade St. from Frost Ave. to Wheelock Pkwy.
Ongoing activities:
- Crews continue to grade sidewalks and curbs through early May
- Crews continue stormwater sewer installations through early May
- Crews continue watermain replacement
Upcoming activities:
- Starting in early May, crews will pour concrete for new sidewalks on the west side of Arcade St. and pour concrete at the Arcade St. and East Wheelock Pkwy. intersection.
Arcade St. from Maryland Ave. to York Ave.
Ongoing activities:
- Crews continue removing asphalt and grading the roadway between Maryland Ave. and Magnolia Ave. through early June
- Crews continue utility work through early summer
Upcoming activities:
- Starting in early May, crews will begin watermain replacement
About this project
In March 2025, we began the two-year reconstruction project along East 7th St., and Arcade St. between I-94 in St. Paul and Roselawn Ave. in Maplewood. When complete, the new roadway will improve traffic flow, decrease traffic delays and improve safety on the road. Construction is expected to be completed in fall 2026.
