Transit Coordination Assistance Project Grant

The 2026-2027 FTA Section 5310 Enhanced Mobility for Seniors and Individuals with Disabilities Capital Grant for the Transit Coordination Assistance Project (TCAP) Grant provides financial assistance and technical support for mobility management.

How it works

The TCAP Grant represents an opportunity to apply for Federal Transit Administration (FTA) Section 5310 Enhanced Mobility and Seniors & Individuals with Disabilities Program and the State of Minnesota funding for administrative support to implement mobility management/coordination activities. The State of Minnesota provides a variety of transportation services for its citizens. These services come in many different forms and are administered by a wide range of organizations across the State. The availability and accessibility of these services is challenging.  Inconsistent established connections among transportation providers result in gaps, redundancies and other system inefficiencies. Formalized and increased coordination between providers and service agencies will result in an efficient system of transportation options, which will provide customers easier access to services that meet their travel needs.

Eligibile organizations

Eligible grant subrecipients are current TCAPs in Minnesota who are a recipient in good standing with MnDOT.

Timeline

  • June 5, 2025: Application period opens
  • July 10, 2025: Notice of affidavit of publication
  • 4:30 p.m., Aug. 28, 2025: Applications deadline
  • December 2025: Project grants announced

Application process

Applications must be completed and submitted online through the BlackCat Transit Data Management System. If you need access to BlackCat, email Voni Vegar for a username and password.

Step 1: Start your application

  • Log into the BlackCat system.
  • Choose Applications.
  • Select 2026 and 2027 Transit Coordination Assistance Projects (TCAP) Grant Application.

Step 2: Complete and upload required forms

  • Download, complete, and upload all the required forms to your application in BlackCat.

Step 3: Submit

  • Choose the submit button to submit your application by 4:30 p.m., Aug. 28, 2025.

After you apply

  • We'll review your application for compliance.
  • The review committee will review and score your application.
  • We'll announce awards in December 2025.

Reporting requirements

If we award you funds, you must submit the following reports:

  • Monthly Operating Budget
  • Monthly Request for Funds
  • Project Progress Reports

Pursuant to Minn. Stat. 13.03, subd. 1, all government data collected, created, received, maintained or disseminated by a government entity shall be public unless classified by statute, or temporary classification pursuant to section 13.06, or federal law, as nonpublic or protected nonpublic, or with respect to data on individuals, as private or confidential. The responsible authority in every government entity shall keep records containing government data in such an arrangement and condition as to make them easily accessible for convenient use. Photographic, photostatic, microphotographic, or microfilmed records shall be considered as accessible for convenient use regardless of the size of such records.
