Minnesota Strategic Highway Safety Plan
The Strategic Highway Safety Plan (SHSP) is Minnesota’s roadmap to reduce traffic-related fatalities and serious injuries on roadways. The 2025-2029 SHSP (PDF) builds on over two decades of progress through the Toward Zero Deaths initiative. Every five years, Minnesota updates the SHSP to reflect current and emerging crash trends and incorporate emerging safety strategies. The Department of Transportation leads this effort in partnership with the Departments of Public Safety and Health with guidance from professional stakeholders and the public.

Vulnerable Road User Safety Assessment
On November 15, 2021, President Biden signed the Bipartisan Infrastructure Law (BIL), setting the next five years of federal infrastructure investments. As part of the BIL, there is a requirement that each State complete a Vulnerable Road User Safety Assessment (VRUSA) within two years of enactment due November 15, 2023.
